Xi Jinping Holds Talks with Peruvian President Boluarte

Xinhua News Agency, Lima, November 14 (reporters Ni Siyi and Hao Weiwei) On the afternoon of November 14 local time, Chinese President Xi Jinping held talks with Peruvian President Dina Boluarte at the Presidential Palace in Lima.

In early summer, Lima is basked in bright sunshine and adorned with blooming flowers.

Escorted by Peru’s ceremonial cavalry, President Xi arrived at the Presidential Palace, where he was warmly received by President Boluarte.

President Boluarte hosted a grand welcome ceremony for President Xi in the plaza in front of the Presidential Palace. The two leaders shook hands with accompanying officials from both sides. Accompanied by President Boluarte, President Xi reviewed the honor guard while military bands played the national anthems of China and Peru.

Following the welcoming ceremony, the two heads of state held talks.

President Xi noted that this was his third visit to Peru and the third meeting with President Boluarte within a year. He expressed deep appreciation for the spontaneous gatherings of Peruvian citizens along the streets, who waved in greeting and extended a warm welcome, reflecting the profound friendship between the peoples of China and Peru. He highlighted the shared heritage of China and Peru as ancient civilizations, stating that their rich cultural legacies endowed both nations with wisdom and vision, enabling them to chart a forward-looking path, adapt to the times, and maintain principles of equality, mutual respect, and mutual learning. This has made the two countries a model of solidarity and cooperation between nations of different sizes, systems, and cultures.

Since the establishment of diplomatic ties 53 years ago, and particularly following President Xi's first state visit to Peru in 2016, trade and investment cooperation between the two countries have grown rapidly, bringing tangible benefits to their peoples. President Xi called for summarizing past experiences to upgrade and expand bilateral practical cooperation, further advancing the China-Peru comprehensive strategic partnership for the well-being of both nations.

President Xi emphasized aligning development strategies, exploring new areas of cooperation, and establishing a framework for practical collaboration. He called for strengthening trade and investment as dual engines, fostering growth in both traditional and emerging industries, and ensuring integrated and efficient supply chains. China expressed its willingness to increase imports of premium Peruvian agricultural products, encourage capable Chinese enterprises to invest in Peru, and contribute to local development.

Both sides should prioritize cooperation in traditional areas such as mineral resources, energy, infrastructure, transportation, and communications while expanding into emerging fields such as the digital economy, artificial intelligence, green shipping, electric vehicles, and photovoltaic industries. He highlighted the successful completion of the first phase of the Chancay Port project, despite challenges, as a testament to China’s commitment to long-term strategic cooperation with Peru.

President Xi proposed leveraging the strategic location of Chancay Port to establish a new transcontinental sea-land corridor connecting Latin America with China and Asia. This vision includes creating a multidimensional, interconnected network fostering regional development and integration across Latin America and the Caribbean. He also expressed support for the establishment of sister-city ties between Suzhou and Chancay and encouraged collaboration in industrial park construction, cross-border trade, and e-commerce.

President Xi further proposed establishing vocational training facilities, such as Luban and Chinese workshops, tailored to Peru's development needs, to provide localized talent and technical expertise.

He advocated for enhanced exchanges in governance and mutual trust, collaboration on anti-corruption and combating illegal fishing, and fostering dialogue on global civilizations. He expressed China’s readiness to increase scholarships for Peruvian students and encourage youth exchanges to strengthen long-term bilateral friendship.

President Boluarte warmly welcomed President Xi’s visit, emphasizing the profound historical ties between the two ancient civilizations and the substantial contributions of Chinese immigrants to Peru's development. She affirmed that China has been Peru's most significant trading partner for years, particularly under the Belt and Road Initiative framework. She noted that Xi’s visit and the signing of key agreements, including the Free Trade Agreement Upgrade Protocol, would enhance bilateral relations in multiple areas.

Highlighting Chancay Port’s strategic significance as a bridge between Latin America and Asia, President Boluarte welcomed further Chinese investments in key sectors such as infrastructure, energy, and transportation. She reiterated Peru’s firm commitment to the One-China principle and expressed a desire to deepen cultural, educational, and youth exchanges.

President Xi and President Boluarte witnessed the signing of several cooperation documents, including the Belt and Road Initiative Cooperation Plan and the Free Trade Agreement Upgrade Protocol, covering trade, investment, industrial parks, education, and green development.

The two leaders also issued a Joint Statement on Deepening the Comprehensive Strategic Partnership between their nations.

In the evening, President Xi attended a banquet hosted by President Boluarte.
